The St. Luke’s Development Corp. is partnering with The Glendower Group Inc., the development arm of New Haven’s Housing Authority, on a new mixed-use affordable housing project along Whalley Avenue.

This project sits on several combined parcels at 117-129 Whalley Ave., 34-36 Sperry St., and 10-12 Dickerman St., next to the St. Luke’s Episcopal Church property, all of which are owned by the St. Luke’s Development Corp.

The church established the nonprofit St. Luke’s Development Corp. in 1997 to help redevelop the area surrounding the church property.

A previous version of this housing project was approved by the City Plan Commission in 2022, and was resubmitted last month with revisions.

The new proposal is smaller than the previous one, reducing the number of floors from six to five, and reducing the number of units from 55 to 49. It will include a mix of one-, two- and three-bedroom units, the application said.

The new site plan also decreases the total area of commercial space by more than 1,000 square feet from the originally proposed 3,000 square feet.

The development will have a fitness and community center, the application reads.

The parcels are located in the Commercial Gateway District zone. The project’s layout will offer increased foot traffic to new and existing businesses leasing the commercial space, and the new building will improve curb appeal as it becomes the gateway to one of New Haven’s most active commercial districts, the application said.

The city is also making improvements to pedestrian infrastructure on this stretch of Whalley Avenue in coordination with this development. The city along with St. Luke’s Development Corp. and Glendower received a Community Investment Fund grant from the state of Connecticut in 2023 for improvements to this project.

Construction is anticipated to start in April 2025, and end in June 2026.
