
Charles Finkley
Charles L. Finkley, Jr. is the Senior Vice President of The Glendower Group & Asset Management, the housing development and asset management arm of Elm City Communities/Housing Authority of the City of New Haven.
A strategic leader with two decades of experience in urban planning, real estate development, and comprehensive business management, Mr. Finkley is responsible for driving the strategy and execution across Glendower’s development, construction, and asset management functions.
He has a proven track record of coordinating large-scale investment and redevelopment, facilitating over $4 billion in projects with a central focus on creating and executing plans that rebuild neighborhoods and improve quality of life. Before joining Glendower, Mr. Finkley served in executive leadership roles where he secured substantial investments and led key initiatives in economic and workforce development.
Mr. Finkley holds a Master of Public Administration from Columbia Southern University and a Bachelor Degree in Urban Planning from Alabama A&M University.
